dependencies, and verified current state. Then identify missing specification
coverage, contradictions, duplicates, architectural conflicts, and sequencing
constraints. Recommend priorities based on dependency, user impact, risk, and
uncertainty. Do not infer an approval state or invent a delivery lifecycle.
