/all-up renamed to /pan-flywheel

This is a one-release compatibility stub. Use /pan-flywheel for the canonical Fix-All Flywheel workflow.

If this skill is invoked, stop reading this file and invoke /pan-flywheel instead so the current pan flywheel CLI mapping, guardrails, and docs load.

Do not run the legacy informal all-up workflow from this stub. Its operational content now lives in skills/pan-flywheel/SKILL.md.
