Sub-Agent Memory Recall

Active knowledge retrieval for sub-agents. Sub-agents lack the Skill tool and cannot invoke /when or /how skills directly. Instead, use Bash transport to access indexed decision documents.

Sub-agent invocation (via Bash):

claudeutils _recall resolve "when <trigger>"
