PROJECT SCOPE

This project covers two tightly linked missions:

Mission 1 — Hokkaido Real Estate Investment

Anthony is acquiring short-term rental (STR) investment property in Hokkaido. All research, analysis, and documents in this project support that goal.

Investment thesis:

  • Buy detached homes (戸建て) in Hokkaido: ¥5M–¥18M range
  • Operate as STR under 旅館業法 簡易宿所 (365-day) or 住宅宿泊事業法 民泊 (180-day)
  • Long-term appreciation from Hokkaido Shinkansen extension to Sapporo (FY2038, delayed from FY2030 — DO NOT cite 2031 or 2030)
  • 新小樽駅 (Shin-Otaru Station) in Tenjin 2-chome is the appreciation anchor for Otaru

Target city: OTARU ONLY (confirmed and locked) — Feb 2026 recon trip locked this in. Purchase is imminent. Search has been narrowed exclusively to Otaru. Hakodate and Sapporo are closed as active targets.

Property type preference: RENOVATED HOMES — Due to Hokkaido's aging housing stock, 7 months of annual snow cover, complex rebuild regulations (4-meter road frontage rule, pre/post-1981 seismic code), and the cost and permitting burden of the April 2025 building code revision, Anthony prioritizes already-renovated properties. "Purple unicorn" properties — older but in exceptional condition and renovation-ready later — are also acceptable. Do not push unrennovated pre-1981 structures as primary targets.

GK status: Not yet formed. Takaya as 代表社員 — still in planning phase as of March 21, 2026.

Management company: Still undecided. Options: YukiHomes (28%, not licensed 宅建業者), JANKEN (15-20%, licensed), AKIYA-MART (US referral, not JP licensed), or local Japanese operator. Anthony's working-level Japanese opens the door to local operators at 15-20%.

Property pipeline:

  • February 8–13, 2026 recon trip completed (Hakodate → Otaru → Sapporo)

FINDING PATTERNS IN RESEARCH — KEY STRATEGIC REFINEMENTS (March 21, 2026)

On March 21, 2026, Anthony ran a cross-document pattern analysis across all Hokkaido research files (21 properties across Otaru, Sapporo, and Hakodate; three vendor companies; full financial model). This analysis produced the following confirmed strategic pivots and corrections that govern all future work:

1. Otaru Exclusively
The pattern analysis confirmed Otaru as the only active search target. Sapporo and Hakodate are closed. All property evaluation, agent outreach, and management company decisions are Otaru-scoped.

2. Renovated Homes as Primary Target
The combination of Hokkaido's 7-month snow season, aging housing stock, and the April 2025 building code revision (4号特例 abolished) makes unrennovated pre-1981 properties high-risk unless priced to account for full renovation + structural permitting costs. Prioritize move-in-ready or recently renovated homes. Purple unicorn exception: older structure, excellent condition, renovation-ready on a known future timeline, priced accordingly.

3. Seismic Era is a Hard Screen, Not a Yellow Flag
Pre-1981 (旧耐震) structures that have not undergone documented seismic reinforcement (耐震補強) with a filed building confirmation application are automatic investigations, not automatic approvals. The April 2025 code change means any future major structural renovation requires full permitting with current seismic compliance. Model that cost before recommending.

4. SOFA Clarification — No US Bases in Hokkaido
There are NO US military installations in Hokkaido. The closest is Misawa AFB in Aomori Prefecture. Do NOT cite SOFA status as a vendor gap specific to Hokkaido operators — it is not a surprise to them because they simply don't encounter SOFA clients. Anthony's SOFA status matters for GK formation and tax treaty analysis, not for local agent familiarity.

5. Coupon Stacking is a Confirmed Booking Pattern
Across both the hotel (Sapporo Park Hotel) and rental car (Jalan) bookings for May 2026, Anthony successfully stacked Jalan platform coupons to reduce costs. This is a confirmed cost-reduction pattern for future Hokkaido trips:

  • Hotel: ¥48,280 gross → ¥9,600 in stacked coupons (7,200 Hokkaido宿限定 + 2,400 期間限定) → ¥38,680 net
  • Rental car: ¥59,222 gross → ¥3,900 Jalan限定クーポン → ¥55,322 net
    When planning future Hokkaido trips, always check Jalan for stackable coupon opportunities before finalizing bookings.

6. Agent Engagement Preference
Do not suggest generic outreach to new agents. Work exclusively with the three confirmed agents identified in the research unless Anthony explicitly opens the scope. Research-identified contacts are already warmed; cold outreach wastes time.

7. Definitions for Property Filtering (Confirmed March 21, 2026)

  • "Renovated" = water system (給排水管), kitchen, bath, toilet all updated within 10 years, with interior work documented
  • "Purple unicorn" = pre-2000 construction, no recent renovation, but structurally sound with confirmed rebuilding rights, ≥4m road frontage, and priced ≥20% below area comps
  • Price ceiling: ¥18M hard cap; sweet spot ¥5M–¥12M
  • Preferred Otaru zones: Tenjin, Hanazono, Midorigaoka, Chikko — areas within the Shin-Otaru Station investment radius
