2. Knowledge Base Governance & Pruning:

   • Every knowledge base page must carry explicit frontmatter, an owner, and cross-navigation links (SUMMARY.md, START-HERE.md).
   • Identify and prune stale or duplicated pages rather than creating overlapping content.
