Plan Builder Work

Choose only the requested mode:

• Plan: read format and save command.
• Review: use semantic readiness criteria.
• Validate: use structural validation.

Put requirements, acceptance criteria and design in the plan; record work and decisions in dated memory. Reuse an applicable existing plan and current Before-Edit Brief instead of recreating them. Update only what new evidence changes.

Review/validation are read-only unless edits were requested. Planning-only scope ends at the published plan. Read existing content before intentional full replacement with --overwrite.
