Autopilot
Dispatch surface for the node_skill_autopilot_orchestrator shell. The backing
handler owns execution; this skill file exists so the skill registry and
orchestrator inventory stay in sync.
Routing Contract
The orchestrator dispatch path publishes to onex.cmd.omniclaude.skill-autopilot-orchestrator.v1
through receipt-mode dispatch. If routing fails, surface SkillRoutingError directly; do not produce prose.
