Use whenever the user asks which MPs, factions, committees, ministries, votes, motions, debates or official bodies are active around a Dutch policy topic. Mode A produces PA/PR stakeholder maps, activity summaries and DOCX-ready client analysis. Mode B produces a per-legislator meeting-prep disposition brief — trigger on 'MP profile', 'disposition brief' or 'meeting prep for <MP>'. This is official institutional positioning, not public sentiment. Dutch Parliamentary Positioning (MCP-hosted skill)
