Activate once for proven cross-owner semantic duplication, god responsibilities,
dead ownership, or measured repeated work in the authorized graph. Consume the
current requirement set from yagni, authority map from ssot, and boundaries
from solid; search-first owns the route.

Read the structural remediation procedure (skill file). Remove the
maximum confirmed waste while preserving the full public contract, causal
failures, security, readability, types, observability, and measured performance.
Line reduction is evidence, never the goal.

Treat repeated environment variables, settings, parameters, or arguments equal
to a typed canonical default as semantic duplication. The owner keeps the
default; consumers keep only supported overrides.

Routine local cleanup belongs to simplify. Do not activate for textual
similarity, prose, generated/vendor output, raw line count, or an unproven dead
symbol.
